Dollar General

The Nevada County Planning Commission held a public hearing on October 26, 2017 at 1:30 p.m. in the Board Chambers at the Eric Rood Administrative Center, 950 Maidu Ave. Nevada City, California 95959 to consider the certification of the project environmental impact report (EIR) and to take action on each individual project.  After an overview of the EIR, the projects were considered in the following order: Alta Sierra, Penn Valley, and Rough and Ready Highway.  The Planning Commission certified the EIR as thorough and adequate for the projects and then took the following actions: 1. Denied the Management Plan and Development Permit for the Alta Sierra Project (on a motion of intent, taking final action on November 9, 2017); 2. Approved the Penn Valley project and its associated entitlements; and 3. Denied the Rough and Ready Highway project.  Each of these actions have been appealed pursuant to Nevada County Land Use and Development Code Section L-II 5.12.  The Board of Supervisors will hold an Appeal hearing for each project including the certification of the EIR on February 27, 2018 at 1:30pm at the Board Chambers in the Eric Rood Administrative Center, 950 Maidu Ave. Nevada City, CA 95959.  The Appeal Staff Report is available for download and review.

Notice is hereby given that a review period has begun to provide interested individuals an opportunity to review and respond to the adequacy of the draft environmental impact report prepared for the dollar general store projects.

Project Description

The Dollar General Store Projects consist of three projects, each at a different location in western Nevada County. Each project is requesting approvals necessary to develop and operate a 9,100 square foot Dollar General Store with associated improvements, including landscaping, parking, lighting and other site improvements. Entitlements include:
  • Alta Sierra site: Development Permit and Oak Management Plan
  • Penn Valley site: Development Permit, Aquatic Resources Management Plan, Lot Line Adjustment, and Certificate of Compliance
  • Rough and Ready Highway site: Development Permit

Project Location

The three project sites are located within unincorporated Nevada County in the Alta Sierra Rural Center, Penn Valley Community Region, and Grass Valley Community Region. The projects are located at the following addresses and Assessor's Parcel Numbers (APNs), respectively:
  • Alta Sierra site: 10166 Alta Sierra Drive, APN 25-430-08 (retail store and parking); APN 25-430-10 (pipeline to leach field); APN 25-430-12 (leach field), Grass Valley, CA 95949
  • Penn Valley site: 17652 Penn Valley Drive, APN 51-120-06, Penn Valley, CA 95946
  • Rough and Ready Highway site: 12345 Rough and Ready Highway, APN 52-122-03, Grass Valley, CA 95945

Potentially Significant Effects on the Environment

The County has prepared a Draft Environmental Impact Report (DEIR) to address specific environmental effects of implementing the Dollar General Store projects. The DEIR identified the following potentially significant environmental impact areas for the projects: Aesthetics, Air Quality, Biological Resources, Cultural Resources, Geology and Soils, Hazards and Hazardous Materials, Hydrology and Water Quality, Land Use, Noise, Public Services and Utilities, and Transportation and Traffic. With implementation of proposed mitigation measures, impacts would be reduced to a less than significant level, with the following exceptions, which remain significant and unavoidable:
  • Alta Sierra site: Aesthetics
  • Penn Valley site: no significant and unavoidable impacts were identified
  • Rough and Ready Highway site: Aesthetics and Land Use
As discussed in the DEIR for the project, the project sites are not listed as toxic sites pursuant to Government Code Section 65962.5.

Public Review Period

  • December 14, 2016 through January 31, 2017
The public comment period for the DEIR exceeds the State-mandated 45-day period and will expire on Tuesday, January 31, 2017, at 5 p.m. Comments should be submitted in writing (email or hardcopy mail) to:
